The recommendations of the July Charter will be implemented by the elected parliament in the future. The National Consensus Commission hopes that the elected representatives will be sincere in implementing those recommendations. However, the recommendation states that If Parliament fails, the proposals will be automatically added to the Constitution: Ali Riaz
National Consensus Commission Vice-Chairman Professor Ali Riaz made this statement at a press briefing at the Foreign Service Academy in the capital on Tuesday (October 28) afternoon.
Highlighting how the charter will be implemented, Ali Riaz said that the next parliament will function as a Constitutional Reform Council for the first 270 days (9 months) in addition to its regular work. The proposals passed in the referendum will be incorporated into the constitution within this period. The National Consensus Commission has recommended this in the implementation of the July National Charter.
The Vice-Chairman of the Consensus Commission said, however, that if the Parliament fails to do so, the Consensus Commission has also made an alternative proposal. That is, the government will prepare the constitutional proposals in the form of draft bills (draft constitutional amendment laws). The bill will be put to a referendum. If it is passed in the referendum, the Constitutional Reform Council will approve the proposals while retaining their original content. If the next parliament, acting as the Constitutional Reform Council, does not approve them within 270 days, they will automatically be incorporated into the constitution.
Professor Ali Riaz expressed hope that the representatives of the political parties who will be elected by the people in the next parliamentary elections will play a role in the progress of a future democratic Bangladesh.
